Nigeria voter registration kit stolen at airport

Armed robbers have stolen new voter registration equipment in a heist at Nigeria's main international airport.

An electoral commission spokesman said laptops and cameras were among items taken shortly after they arrived at Lagos's Murtala Muhammed airport.

The equipment was to have been used to register Nigeria's estimated 70 million voters before elections next year.

Commission spokesman Kayode Idowu said the theft would not substantially affect these plans.

The Nigerian authorities have promised to hold free and fair parliamentary and presidential elections in April.

In order to do so, former voter registration lists were discarded after complaints that many of the people named on the lists were fictitious or dead.

The commission signed contracts worth more than $230m (£145m) to buy the voter registration technology.

It is not known how much equipment was stolen in the robbery but Mr Idowu told Associated Press: "It is not as if it has derailed the program."

The incident also raises questions about security at Murtala Muhammed airport.

It was from this airport that Umar Farouk Abdulmutallab started his journey to Detroit in December 2009 - armed with explosives hidden underneath his clothes.

FG, Senate succumb as Sanusi wins spending debate

We’re ready for pay cut, if…
Senate

THE Senate, yesterday, hit back at national backlash over alleged huge salaries and allowances being earned by members of the National Assembly saying that it was ready to have a salary cut if other arms of government would also subject themselves to similar cuts.

The Presidency on its part said the Federal Government’s plans to cut down on its recurrent expenditure were not borne out of any panicky measure but to sustain economic policy of government and agenda growth.

Senate spokesman and chairman, Senate Committee on Information and Media, Senator Ayogu Eze, said though members of the National Assembly were not disturbed by the backlash it should not be singled out for lashing by Nigerians.

Senator Eze noted that in the haste to blindly condemn the National Assembly, “even people who are being prosecuted by the Economic and Financial Crimes Commission, EFCC, for wrecking their states have joined in casting aspersion on the National Assembly.”

Mix up over entitlements
He said that most people who have been commenting on the salaries and allowances of the legislators “have mixed up what is used to run the office of the senator with the salary or entitlement of the senator or members of the National Assembly.

“Why is it that everybody is interested in knowing the salary and allowances of only members of National Assembly they are not the only people who are earning salary and allowances and I think that the clamour should be let Nigerians from point A to point Z. Let us put everything in the open.

We are working for Nigerian people. If we are not singled out the way we are as a hunted people, we have no reason why we cannot come and display what our salaries are.

“We are answerable to Nigerian people, we are ready to disclose, but let it not be selective. In 1999, an argument arose about furniture allowance for members of the National Assembly. Investigation revealed that the National Assembly members were getting between N1.2 and N2million as their furniture allowance and Nigerians almost brought down the sky on top of the country, because they said the allowance was too much and at the same time some were officers of the government that were receiving about N 6 million for the same furniture allowance and nobody said anything.

Stamping out corruption
“If we want a thorough job, if we want to stamp out corruption, the National Assembly is prepared to release the army that will sanitize Nigeria and clean up corruption. Let us not pretend and be selective.

People who are even standing trial in EFCC for embezzling billions of the country’s money will wake up and start throwing stones.

People who we know that have companies that are wrecking the state governments through the under hand deals, will stand up and start speaking. Let this war be holistic, let it not be targeted at some under privileged individuals. They feel that National Assembly is the people they can easily reach and throw stones at, this must be holistic.

“If the decision of Nigerians is that the allowances that are paid to public officers are too high, we in the Senate are prepared for whatever policy projection that Federal Government is coming up with, let us cut across board, let everybody make a sacrifice, Nigerians should stop singling out the National Assembly. We are not the only branch of government in Nigeria, let us put the search light on all public officers, let us come to a decision about what we want to do about Nigeria.”

Eze said that despite the outrage from Nigerians about the salaries and allowances of National Assembly members, “we don’t feel threatened because the Constitution guarantees freedom of speech. People are entitled to hold their views and more importantly when such views are held about their representatives.”

On the insistence by the Central Bank governor that the National Assembly spends 25 per cent of the national budget, Senator Eze said those who believed his figures were doing so from “the point of emotion because a lot of them don’t have the facts and even if you take the argument, the argument of the CBN governor is that 25 percent of the overhead of the nation goes to the National Assembly.

He is talking about overhead, but a lot of people think he is talking about the entire budget.

“He agreed with us that the budget of the National Assembly is only 2.45 percent of the entire national budget that is not a controvertible fact.

The issue in contention between us and him is that he has discounted some items of the overhead, such as service wide vote on memorandum item in his calculation and the Minister of Finance did say categorically that those items are part of the calculation when you calculate the overhead, service wide vote and memorandum item.”

Reduction, administration’s culture
Speaking against the backdrop of insinuations in some quarters that recent directives to reduce public expenditure was driven by fear of a looming economic crises, a Presidency source said the government maintained that restricted spending on the part of the government did not just begin recently but had been a culture of the administration.

The Ministry of Finance, through the Minister of Finance, Mr. Olusegun Aganga, had in September 2010, set up a committee to review allocations to recurrent expenditure in the budget.

The committee was among other things expected to compare trends in Federal Government’s recurrent expenditure outlays with recurrent expenditure of other countries with similar levels of socio-economic development.

A highly placed Presidency source told Vanguard on the condition of anonymity said the steps taken by the Ministry of Finance is part of deliberate plans by government to stimulate economic growth.

He said: “The move is to accelerate the implementation of key public financial management reforms aimed at instilling greater discipline in the management of public finances, improving the quality and efficiency of government’s spending, and optimising the allocation of resources through the annual federal budget.”

The planned expenditure cut, according to the Presidency source, is to redress the disproportionate part of the budget, which is skewed in the direction of “recurrent expenditure”.

Analysing the recurrent expenditure trend, the Presidency source said in 2007, 2008 and 2009, 67.79 per cent, 69.42 per cent and 69.83 per cent “of the budget, respectively, was spent on recurrent out lays.”

He added that in 2010 “based on the amendment and supplementary budgets, 66.4 per cent was allocated to recurrent expenditure compared to the balance of 33.6 per cent allocated to capital spending”.

The skewed nature of the budgetary allocation, the source stated has been responsible for lack of budgetary resources for the development of critical infrastructure in the country.

Nigeria files bribery charges against Dick Cheney

Nigeria has filed charges against former US Vice-President Dick Cheney over a scandal involving a former subsidiary of Halliburton energy firm.

The case, brought by the country's anti-corruption agency, centres on engineering firm KBR, which admitted bribing officials.

Mr Cheney's lawyer has called the allegations "entirely baseless".

Mr Cheney was Halliburton's chief executive before becoming vice-president to George W Bush in 2001.

The Economic and Financial Crimes Commission (EFCC) said it had filed 16 charges against Mr Cheney, Halliburton Chief Executive David Lesar, and two other executives.

It also filed charges against Halliburton as a company and four associated businesses.

KBR last year pleaded guilty to paying $180m (£115m) in bribes to Nigerian officials prior to 2007, when it was a subsidiary of Halliburton. The firm agreed to pay $579m (£372m) in fines related to the case in the US.

But Nigeria, along with France and Switzerland, has conducted its own investigations into the case.

Mr Cheney's lawyer, Terence O'Donnell, said US investigators had "found no suggestion of any impropriety by Dick Cheney in his role of CEO of Halliburton".

"Any suggestion of misconduct on his part, made now, years later, is entirely baseless," Mr O'Donnell said.

Office raid
The bribes concerned the construction of a liquefied natural gas (LNG) plant in southern Nigeria.

KBR and Halliburton have now split, and Halliburton says it is not connected with the case against KBR.

Halliburton denies involvement in the allegations.

It has complained that a raid on its office last month by EFCC officials was "an affront against justice".

Nigeria is a member of the oil cartel Opec and is one of the world's biggest oil exporters.

Nigerian to be Poland's first black lawmaker

A Nigerian-born Protestant pastor will become Poland's first black member of parliament, a landmark in the overwhelmingly Catholic country which has a tiny minority community, he told AFP Monday.

"I think this is a historic change," said John Godson, 40, after it become clear he would enter the lower house of parliament, or Sejm.

"I think that Poland has changed a long way. Comparing Poland to when I came here almost 20 years ago, in 1993, there's a lot of difference. I think these are very positive changes," he said.

Godson, a councillor in Poland's second city Lodz, made an unsuccessful Sejm bid in the 2007 general election.

He has now obtained a seat after a fellow member of the governing liberal Civic Platform quit parliament having won office as mayor of Lodz in local elections Sunday.

In Poland's political system, by-elections are not the norm when a lawmaker resigns. Instead, the seat goes to the best-loser candidate from a party's list in the previous election.

Godson said he would learn in coming days when he was due to be sworn in.

He first came to Poland as a Protestant missionary -- in a nation where over 90 percent of the population is Catholic -- and also taught English at a polytechnic in the northwestern port city Szczecin.

Strike: ASUU president accuses S-East governors of criminal conspiracy

PRESIDENT of the Academic Staff Union of Universities, ASUU, Prof. Ukachukwu Awuzie, yesterday, accused the five governors of the South East states of what he described as “criminal conspiracy against the Igbo” by their alleged failure to solve the lingering problem in the universities in the states.

He described both the Governors’ Forum and South East Forum as unconstitutional, saying they “have become a cabal holding the nation at the jugular with their numerous propagandas”.

He spoke in Benin City, at the end of the National Executive Council meeting of ASUU, held at the University of Benin, UNIBEN.

Prof. Awuzie, who spoke while reacting to the lingering crisis in universities in the South East, asserted that “they (governors) came up with a propaganda that they don’t have money to pay.

Ebonyi State is number 33 according to state allocations, but it is paying N120 million monthly subvention to its university.

Imo State pays N57.5 million and Imo is the 14th in the country according to how they receive allocation.

“Ekiti State is 35th out of 36 states and it has two state universities. Rivers State is the 2nd and the governor is playing boyish that he will not pay when he has so much money.

The problem with these governors is not money but the will to do what is right.

Governor Obi’s family is in the United Kingdom so he does not care. Ohakim, Imo State governor, removed his children from Imo State University and took them to London shortly after he became governor.

“In Anambra State University, there is no one-metre road tarred leading to the two universities. The entire Anmbra State University has six professors and four are in the sciences.

So they are doing all this rubbish because their children are not here and that is why I said it is criminal conspiracy,” he asserted.

Prof. Awuzie further insisted that the strike would continue, noting that “they are now saying that we will start in January. You see, they have now found themselves in ego trip.

They don’t want to be seen telling lies. It is either we start now to have a university or we don’t have.

If they want to close them down, let them close them but we will not tolerate their rubbish.”

Group urges Jonathan to check alleged drift in NDDC

A pressure group, Niger Delta Transparency and Transformation Vanguard, has called on President Goodluck Jonathan to address the drift within the management of the Niger Delta Development Commission, NDDC.

Addressing newsmen in Lagos, National Secretary, Mr. Hezekiah Olu said the call was imperative to ensure that NDDC performed its statutory role of developing the Niger-Delta region as articulated by government when setting it up.

It urged the Federal Government to act to curb mismanagement in the NDDC, alleging that the commission had become factionalised and lacked the needed transparency to meet its mandate.

According to the group, the call for presidential intervention was based on the need for President Jonathan to demonstrate his resolve to address the problems plaguing the region. It said “the Presidency stands biased and has an interest in this matter, otherwise how come two out of the three persons recommended for suspension by the board were subsequently suspended while the MD was left off the hook.”

Besides, the group’s pointsman accused the Federal Government of selective application of justice in its desire to rid the commission of gross indiscipline.

He said the group was in possession of documentary evidence on alleged gross misconduct in the commission, calling on “Nigerians to collectively join forces to flush out evil elements in public offices and government agencies.”

Nigeria far behind G20 countries – Okonjo-Iweala

MANAGING Director of the World Bank and former Minister of Finance, Dr. Ngozi Okonjo-Iweala, weekend, said except the country sits up, it was very far behind the comity of G20 nations.

Okonjo-Iweala who rolled out the statistics to back up her claims during a lecture she presented on how to tackle infrastructure deficit, said she did not care if the figures would cause ripples in the country.

Apparently referring to the recent uproar caused by the comment made by the Central Bank Governor on the jumbo pay of federal lawmakers, she said: “Let me talk of how we compare with other G20 countries.

Electricity consumption per capita here in Nigeria in 2009 was 106 kilowatts. This is compared to 443 kilowatts for India, 2,443 kilowatts per capita for China, and 4,921 for South Africa.

“Nigeria generates about 4,000 megawatts of electricity for 150 million people; South Africa generates 45,000 megawatts for 49 million people. Indonesia generates 30,900 megawatts for its 200 million plus people. South Africa though is generating 45,000 has just come to the World Bank for one of the biggest loans of over $3.5 billion that the World Bank ever made.

“They are generating 45,000, we are generating 4,000 but they are not happy they are falling behind and they are investing billions of dollars into power generation because they recognize that their industries and their households cannot move forward without it.

“We are also lagging seriously behind in rail transportation. On access to water and sanitation, we are again lagging behind, so Nigeria’s overwhelming infrastructure deficit is very costly for job creation and growth.”

She added: “According to a recent World Bank study on competitive business, the absence of adequate infrastructure in Nigeria has a massive 16 percent to business cost per unit to use compared to say two percent in South Africa, five percent in China and 10 percent in India. So how are we going to compete when we have such a drawback for our business, 16 percent far and above in excess cost compared to other countries? So this is where we are.

“We want to be a giant, we want to sit at a table with the G20; we want to be seen as a leading economy 20 years from now but the point I am making is that we have to sit back and say where are we today compared to those countries that we want to sit with? And what we have to do about it. Now, while these figures should not cause despondency or maybe they should, is to certainly make us stop and think very hard.

"We need to get serious, they should make us think of about how we get serious about these basic infrastructure."

Okonjo-Iweala, however, noted that the country was making progress in the area of information and communication technology, ICT.

Stressing that this was also part of infrastructure, she added that this was the infrastructure of the future “and we are making some good progress here.”

Nigerian military admits 'possible' civilian casualties in offensive

The Nigerian military acknowledged Sunday that civilians may have been "caught in the crossfire" last week during an operation to root out criminal gangs in the country's Delta State.

The armed forces began an offensive targeting alleged militant leader John Togo on Wednesday, attacking rebel camps near the village of Ayakoromo and dislodging some militants who had sought refuge in villagers' homes.

The targeted group -- the Niger Delta Liberation Force -- has accused the military of large-scale massacre and rape in the village and surrounding areas, allegations that military spokesman Timothy Antigha called "completely false."

"It is possible a few civilians were caught in the crossfire," Antigha, a spokesman for the military's Joint Task Force, which was formed to combat rebels, said Sunday.

A local official said he saw at least 10 villagers' bodies among the casualties.

The task force released a statement Saturday saying "there is no evidence on the ground to justify any claim of genocide against the JTF."

The statement acknowledged that buildings near the targeted camps became involved in the crossfire when fleeing militants took them over and exchanged gunfire with security forces.

"It is an established practice that civilian accommodation, offices, churches, mosques, hospitals, cultural places, shrines are non-military targets, but if they are used to stage an attack, such civilian accommodation or office automatically loses that immunity and becomes a military target," the statement said.

As many as six soldiers were killed in the operation, Antigha said, and about 100 people were displaced.

The operation has been suspended while the military assists affected residents, he said.

The oil-rich Niger Delta has been the site of frequent clashes between militant groups and the Nigerian military.

One of the most prominent rebel groups, the Movement for the Emancipation of the Niger Delta, and other militant groups say they're fighting for a fairer distribution of the region's oil wealth. Analysts say they are often paid by politicians to support their own bid for power.

Nigerian offensive targets militants

Security forces in Nigeria hope to apprehend a wanted militant soon, a military spokesman said Friday.

The military is searching parts of southern Nigeria for Jon Togo, who they have described as a criminal. The armed forces started an offensive targeting Togo on Wednesday in Delta State, said Timothy Antigha, a spokesman for the military's Joint Task Force, which was formed to combat rebels.

Nigeria's Cynthia Uwak seeks German scalp

Former African footballer of the year Cynthia Uwak is confident Nigeria could spring a major surprise despite a tough draw at the 2011 Women's World Cup.

The African champions are in a tricky Group A with hosts and reigning champions Germany, a vastly improved France and Canada.

There were gasps back home when the West Africans were put together with the hosts.

Meanwhile the local media swiftly tagged it as a 'suicide mission'.

But Uwak says although they have been handed the toughest draw, they would "prepare to create an upset".

"I think we have a good chance," she told BBC Sport.

The Nigerians will open their campaign against France on 26 June 2011, before meeting a Germany side that thrashed them 8-0 in a friendly just days before the draw.

"The team wasn't ready mentally for the friendly, we lost 8-0 after the African Womens Championship and the weather played its own part as well in Germany," Uwak, who plays for FC Saarbrücken in the Women's Bundesliga in Germany, explained.

"If the team is given adequate preparation like grade one friendlies, we can go beyond the group stage and make ourselves proud.

After meeting Germany on 30 June, Nigeria finish their Group A campaign against Canada on 5 July.

With a relatively successful professional career that has taken her to Finland, Sweden and France, Uwak is well aware of how much the women game has developed across the globe.

"France are becoming stronger while Canada are highly unpredictable," added Uwak, who was part of the Nigeria squad at the 2007 World Cup and 2008 Olympics.

"Apart from Germany, both teams will be difficult opponents."

The Super Falcons won their record sixth African title after beating Equatorial Guinea 4-2 in the final of the African Women's Championship in November.

Yet the Nigerians have failed to translate their continental dominance on the world stage despite qualifying for every edition of the World Cup since 1991.

With a quarter-final finish at the 1999 edition their best performance so far on the big stage, the petite forward is optimistic next year could be the springboard to major success.

"It'll be a pretty intense group, but I'm happy we can handle the challenges." said the 2006 African footballer of the year.

"If we come out of that group and make the quarter-finals then anything can happen.

"We need to remain disciplined, compact and show that we deserve to be at the World Cup, not just to make up the numbers."

Africa's second representative, Equatorial Guinea have an equally daunting task.

They face Brazil as well as Norway and Australia in Group D.

INEC moves to save 2011 polls

The Independent National Electoral Commission (INEC) says it will initiate moves to save the 2011 polls from being derailed after Justice Ibrahim Auto of the Federal High Court Abuja, on Friday, issued an order stopping the importation of the Direct Data Capture (DDC) machine for voter registration ahead of the elections.

The INEC national commissioner in charge of legal services, Philip Umeadi Jnr, said, in an interview, that although the commission is yet to be served with the restraining order, "if the commission is served, we will approach the court with a view to setting aside the order".

Auta issued the order restraining INEC from acquiring the machines while ruling in an ex parte application brought by counsel to one of the failed contractors that bidded for the machines, Bedding Holding Limited, against the commission.

Umeadi noted, “We have not been served with any court order or the court process leading to the restraining order. As soon as the service is effected on the commission, we shall study it and commence the processes of setting it aside.”

According to him, there is no cause for alarm as the commission would take appropriate measures to get the order quashed, adding that “the court is there to vindicate the just.”

By the time table released by the commission, the registration of voters is to begin on January 15 and last for two weeks.

The commission had awarded the contract for the purchase of the DDC machines to three companies in November and the companies are expected to supply the machines not later than thirty days after the award of the contract.
