Nigeria's top banker wins international recognition

Nigeria is frequently cited as one of the most corrupt countries in the world, but its central banker has won two international banking awards.

Mallam Lamido Aminu Sanusi has been named as the Central Bank Governor of 2010 for both the African continent and the entire world, by the prestigious Banker Magazine.

The editor of the magazine, Brian Caplen, says that few candidate names generate an overall consensus on judging panels, and yet, when it came to finding the best global central bank governor of the year, Mr Sanusi was chosen unanimously.

The 49-year-old was appointed head of the Bank of Nigeria in June 2009.

He has been praised for salvaging a crumbling Nigerian financial sector, including implementing reforms that have put Africa's most promising market back on the map for global investors.

The magazine's country representative, Kunle Ogedengbe, stresses that Mr Sanusi embarked on a radical anti-corruption campaign aimed at saving 24 banks on the brink of collapse.

He also pressed for the managers involved in the most blatant cases of corruption to be charged, and, in the case of two senior bankers, convicted.

"The reforms initiated by Mr Sanusi have been necessary to sanitise the banking industry," Mr Ogedengbe says.

"Had these reforms not been initiated, Nigeria would have entered into another round of banking distress."

Extensive reforms
Despite the political challenge of facing up to powerful people who held considerable sway in the country, Mr Danusi never swerved from his approach, and won the support of the public as they were made aware of the scale of corruption.

"He has carried out the sort of reforms that most of the central bankers in the world would like to have carried out in their territories," Lagos journalist Anthony Osae-Brown told BBC World Service's World Business News.

Two months into his governorship, Mr Sanusi embarked on the bailout of Afribank, Intercontinental Bank, Union Bank, Oceanic Bank and Finbank.

He dismissed their chief executives in a move designed to show that banking is no longer business as usual, but institutions that must serve the economy as a whole.

Another key reform of the banking sector enforced by Mr Sanusi has been to limit the tenure of bank bosses to a maximum of 10 years.

The chief executives will have to leave office at the end of their term regardless of their record.

The implementation of a stricter disclosure policy by the Central Bank of Nigeria has also led to a culture of greater transparency in the sector.

Career path
Mr Sanusi obtained a masters degree at the London School of Business and Finance in 1983. He began his banking career in 1985 by joining the merchant bankers Icon Limited, a subsidiary of Baring Brothers of London and Morgan Guaranty Trust Bank of New York.

After becoming the head of the central bank, some people dubbed his extensive reforms as the "Sanusi tsunami".

He defended his actions, saying there was no choice but to attack the many powerful and interrelated vested interests who were exploiting the financial system of the country.

At a February 2010 conference on banking in Nigeria, he described his blueprint for reforming the Nigerian financial system as being built around four pillars.

  1. enhancing the quality of the banks
  2. establishing financial stability in the country
  3. enabling a healthy financial sector evolution
  4. ensuring that the financial sector contributes to the real economy

Talking later that month, he said that the crash in the capital market had been due to the high level of financial illiteracy on the part of the Nigerian investors.

Parallel interests
In parallel to his banking career, Mr Sanusi has also contributed to the nationwide debate over Sharia law.

In 1997, he obtained a degree in Sharia and Islamic Studies from the African International University in Khartoum, Sudan.

In an article in September 2000, he noted the problem of reconciling "belief in the universal and eternal applicability of the Sharia with the need to meet the requirements of a particular milieu."

And at a seminar in Abuja his talk was entitled Basic Needs and Redistributive Justice in Islam - The Panacea to Poverty in Nigeria.

Election looming
Nigerian government borrowing has increased around 50% by late 2010, while its spending has been rising in the run-up to the presidential primaries in the middle of January - a contest whose outcome could shape the political and economic landscape for the next few years.

The excess crude account, into which Nigeria saves windfall oil income, has dropped to $300m (£193m) from $20bn at the start of the presidential term in 2007.

The political uncertainty also means major pieces of policy, including some multi-billion dollar investment decisions, are on hold until after the elections.

The biggest decision regards the Petroleum Industry Bill, which will re-write Nigeria's decades-old relationship with foreign oil firms.

It will redefine the fiscal and legal framework governing investment, including its key offshore fields which are expected to yield most of its future production growth.

Until that bill passes, foreign oil firms will keep multi-billion dollar investments on hold.

Potential investors in the planned privatisation of the domestic power sector, one of the cornerstones of President Jonathan's policy, are also unlikely to go beyond statements of interest until the elections are over.

But banking reforms continue apace and the five-year tenure of Mr Sanusi means even a change in president is unlikely to derail them.

Church Gate Fee: Pastors Condemn Oyakhilome

Prominent pastors in the country and readers of P.M.NEWS have slammed Pastor Chris Oyakhilome and his Christ Embassy Church for imposing a N1,000 toll fee on worshippers who attended New Year’s Eve Service at the Christ Embassy Headquarters in Lagos, South-West Nigeria.

P.M.NEWS had reported in its 5 January 2011 edition how Christ Embassy pastors sold tickets valued at N1,000 each to worshippers who wanted to attend the crossover service in their church.

Indigent worshippers who could not afford the money were denied access and sent back by security men at the gate. The church explained that it collected gate fees from worshippers to control the huge crowd that always besieges Christ Embassy on New Year’s Eve service.

This development has outraged many Nigerians, including prominent pastors, at home and abroad.

The pastors who spoke with P.M.NEWS yesterday and readers, who reacted on www.pmnewsnigeria.com, described the imposition of toll fee by Christ Embassy as a sacrilege.

The Prelate, Methodist Church Nigeria, Dr. Ola Makinde, described Oyakhilome’s action as anathema and abuse of Christianity. “It is a sacrilege and commercialisation of religion. It is an abuse of Christianity,” he lamented.

Founder, Soul Winning Chapel, Rev. Moses Illoh, said that such an act “is sacrilegious,” adding that the gospel of Christ is supposed to be free and not to be paid for. “There is no excuse for this. The church of God is for everybody, both for the poor and the rich. The church where they collect money before you can go in to worship is not a church.”

According to Primate Elijah Ayodele of the INRI Evangelical Spiritual Church, such pastors who collect money from worshippers should be stoned to death or be crucified. “Is this possible? Such church should be destroyed and such pastors should be stoned to death. Pay N1,000 to enter a church? Is the church in heaven? It is never done. “If it is possible, let the government intervene. These pastors are for Satan and such pastors should be crucified. It is embarrassing,” he lamented.

Also reacting to the incident, General Evangelist of Christ Apostolic Church Worldwide, Prophet Samuel Kayode Abiara, said collection of money as gate fee for church service is unbiblical. “Collecting money as gate fee before a church service is unbiblical because there is nowhere in the Bible where it was recorded that Jesus collected money from the multitude who listened to His sermon and benefited from His miracles. “Salvation is free. You receive it free and you give it free,” he said. Abiara added that he cannot judge Pastor Oyakhilome because he doesn’t understand the circumstances under which money was collected. “It’s not impossible that they must have used the event to raise money,” he said.

To Rev. Oladapo Daramola, Media and Public Relations Officer, Methodist Church Nigeria, it is not right to collect money from worshippers before allowing them inside the church. “This is not right because despite the number of people that came to worship at the feet of Jesus Christ, there was no barrier for them to come closer. Anything that will bar people from receiving the good news should not be allowed. It is not Christ-like,” he stated.

Also, Rev. Akintoye Braimoh, Special Assistant to the Lagos State Governor on Christian Religious Matters, frowned at Oyakhilome’s act, saying it was very wrong. “A place of worship is a place for all, even for a Muslim. PFN has already rejected Oyakhilome and he is not recognised by the body; he is on his own,” she added.

Dr. Sam Ogedengbe, Special Assistant to the Governor on Christian Religious Matters also stated that it was not right for any pastor to act that way. “Why should you collect money before one can be allowed to enter a church? Is the place really a church? It is wrong to do that,” he said.

Some readers who reacted on our website, www.pmnewsnigeria.com, condemned Oyakhilome’s act, saying that it unscriptural.

Mike said: “Church has become big business in Nigeria. Now, they have introduced gate fee to church, very soon, they will introduce gate fee to heaven before someone dies. May God have mercy on them.”

According to Kayode, “the church should have thought of a bigger venue for this service. The National Stadium for instance would have accommodated a lot of people. The church should know that a special service like this will attract a lot of people, sinners and the saved, the rich and the poor, the genuine and the fake, but give an opportunity for all to meet with Christ. It was a rash strategy to control the crowd.”

Gloria said: “This news should have been best tagged ‘Pastor Oyakhilome deprives the poor of the gospel’. He’s unbelievable. Jesus Christ welcomed the crowd even when the apostles wanted to stop them. He went as far as feeding them with five loaves of bread and two fishes. We should learn from the bible, this is not crowd control, but daylight robbery.”

According to Jedidiah, “when the church becomes over crowded and the senior pastors don’t have a seat for themselves on such occasions, it becomes a good problem and for this reason, the church should pray to God to provide a bigger church for them. Such services are not for the so-called ‘true members’ to be comfortable but for the unsaved to be shown love, thereby winning them over to the winning church.”

Olo said: “it still beats my imagination to hear that such a thing actually happened in Christ Embassy, and at the headquarters for that matter. What’s money turning man of God into?”

Temmy reacted this way: “ Imbecile, idiots and stupid people will always continue to follow a stupid pastor. When Jesus referred to his people (including me) as sheep, He did not mean idiot sheep like most Nigerians who are following those money worshipping and 419 pastors of nowadays.”

Thousands of readers, who reacted in various websites and blogs, including social networks such as Facebook and Twitter, also expressed shock and disappointment.

Nigeria clashes 'leave 13 dead' near Jos

At least 13 people have been killed after further violence between rival groups near the central Nigerian city of Jos, witnesses say.

Police spokesman Idako Andy told the BBC officers had been sent to a mostly Christian village in the Wareng area 40km (25 miles) south-west of Jos.

Villagers told the BBC they had seen the bodies of 13 people with wounds from machetes and gunshots. More than 30 people have died in ethnic and religious clashes, police say.

There have been no arrests after Tuesday's attack and the assailants have not been identified.

The violence reportedly began on Friday after news that a bus carrying Muslim wedding guests was attacked when it got lost returning to Jos.

The city was said to be deserted on Monday as people stayed at home fearing further violence.

Jos lies in Nigeria's volatile Middle Belt - between the mainly Muslim north and largely Christian south. It has been blighted by violence between rival ethnic groups over the past decade, with deadly riots in 2001, 2008 and last year.

Late last year, Nigerian faith leaders accused politicians of fuelling a recent upsurge in sectarian violence in Jos.

Some 80 people died when bombs exploded in several areas of Jos on Christmas Eve, and youths clashed two days later.

The people around Jos are divided along religious, ethnic and political lines, with Hausa- and Fulani-speaking Muslims generally supporting the opposition and ethnic Berom Christians favouring the ruling People's Democratic Party.
